Economic Development

Russell Fishbeck is Williamson County's senior director of Parks. He came to Williamson County in 2019. He worked for 33 years in the state park system serving in various capacities with Texas Parks and Wildlife including as the Region 2 state parks director in Rockport and the State Parks Deputy Director in Austin. He holds a Bachelor of Science degree in Recreation and Parks from Texas A&M University. 

 

Robert Daigh is Williamson County's senior director of Infrastructure. He came to Williamson County in 2009. Prior to that, he was with the Texas Department of Transportation for more than 21 years and served as the Austin District Engineer. He holds a degree in civil engineering from the University of Texas at Austin.

Argie Martinez, RN, BSN is the Owner and Operator of Preferred Care at Home North Austin, Texas. She is a graduate of Texas A&M International University, School of Nursing. With over thirty years of progressive nursing experience (hospital medical, surgical, oncology, ICU and ER as well as home health and hospice), Argie has developed a top-notch quality senior care team and network ready to address any home care need. The agency celebrates fourteen (14) years of service this year. The agency’s main goal is to improve the quality of life of those in need in the community!

 Argie is co-author of Mujeres Que se Atreven y Superan Límites, a book collating inspirational stories of women overcoming adversity.  The Miraculous Art of Caregiving is a guide for families and professionals available in Spanish all best sellers on Amazon.

She is an active member of Mujeres Emprendedoras y Con Espiritu and Mujeres Que se Atreven y Superan Limites,  groups that advocate the promotion, education, and support of women entrepreneurs via a strong network of members. She is also a member of the Rotary Club of Cedar Park/Leander, the Cedar Park Chamber of Commerce, the Better Business Bureau, and Shoreline Church. Argie and her husband of twenty- four years, Abraham, a business executive, have three sons: Abraham David, Isaac Daniel, and Isaiah Dominic.

Positive Peacebuilding

Jim worked for JCPenney for 31 years and for the McAllen Chamber of Commerce for 12 years.  He is happily married to Joyce for over 45 years.  He has served as chair of the South Texas United Way, founder of the McAllen Downtown Coalition and McAllen Downtown Improvement district after the peso devaluation of 1994. He has served as vice chair of the McAllen Chamber of Commerce and as a volunteer with the Catholic Charities McAllen Respite Center for asylum seeking refugees.  Jim was invited to join Rotary in 1995.  He has served as the McAllen Rotary Club president, member of the District 5930 Foundation committee, District 5930 Youth Exchange chair, GSE team leader to India, and member of the executive committee of South Central Rotary Youth Exchange.    Jim was invited to membership in the Georgetown Rotary Club in 2016.  He is a member of the Racial Unity and Peacebuilding Committee.

Honor Flight Austin

Ms. Cuteri was born into and grew up in a career military household. Her father was in the Army for 23 years. This afforded her the opportunity to travel to and live on bases in Germany and throughout the U.S.
Wanting to be involved in an organization that honors our military, she discovered Honor Flight Austin. Michele has been volunteering as an Austin guardian for the past 7 years. When the position of Treasurer became available, she saw a way to become more involved while at the same time using her degree in finance. Michele is looking forward to continuing her service with our organization.

Kelly Moreno, Chief Solutions Officer

Workforce Solutions Rural Capital Area

Kelly Moreno is the Chief Solutions Officer for Workforce Solutions Rural Capital Area (WSRCA), the nonprofit community partnership providing no-cost recruitment, employment services, and child care assistance to businesses and job seekers in Central Texas. This nine-county region includes Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano, and Williamson counties.

Prior to this role, Kelly has worked in marketing for Fortune 100 and 500 companies and held numerous leadership roles in nonprofits. She has a passion for building relationships and customer service. She brings experience in driving organizational planning, mission, advocacy, influence, and growth.

Kelly has an MBA from the University of Houston Clear Lake and a BS in Marketing from Oklahoma State University.
